Amends North Dakota Century Code section 49-10.1-05 to clarify the authority of licensed railroad police officers while acting within the scope of employment.

Grants railroad police the authority of a "law enforcement officer" to arrest individuals committing felonies on railroad property or associated with railroad equipment.

Authorizes railroad police to arrest individuals committing misdemeanors involving railroad property or relating to persons or property being transported by the railroad or awaiting transportation.

Permits railroad police to issue citations to individuals committing infractions or noncriminal offenses on or relating to railroad property or persons or property being transported or awaiting transportation by the railroad.

Allows railroad police to remove individuals from trains who have no right to be there or who are engaging in conduct prohibited by title 12.1 (criminal code).
