Amends section 20.1-08-04.5 of the North Dakota Century Code regarding muzzleloading firearm deer hunting seasons.

Allows individuals over sixty-five years of age who hold a valid muzzleloading firearm deer hunting license to use a telescopic sight on their muzzleloading firearm when hunting deer.

Limits the telescopic sight magnification to no more than four-power magnification.

Maintains existing provisions that the governor prescribe muzzleloading seasons following regular deer hunting season and that the director issue two percent of available white-tailed deer gun licenses through lottery to muzzleloading firearm hunters.
