Expands the definition of "abandoned motor vehicle" to clarify that vehicles on private property without consent or in inoperable condition are considered abandoned, while excluding antique automobiles, parts cars, and special interest vehicles.

Authorizes commercial towing services to remove and take custody of abandoned vehicles on private property when requested by property owners, and requires they notify law enforcement within 12 hours of towing.

Extends the reclaim period from 15 to 30 days for vehicle owners to recover their vehicles from commercial towing services upon payment of towing and storage charges not to exceed $50 per day for passenger vehicles.

Establishes procedures for disposal of unclaimed vehicles taken into custody by units of government or commercial towing services through public auction or sale, with remaining proceeds held for owners for 90 days before transfer to the state abandoned property office.

Applies all provisions to emergency towing situations and declares the act an emergency measure.
