Amends North Dakota Century Code section 23-27-01 to allow emergency medical services operators to manage multiple ambulance operations under a single license under specific conditions.

Permits an operator to run one or more substation ambulance services under a single license if the headquarters operation is not itself a substation, the substation borders the headquarters or another substation, both are dispatched by the same entity, and fees are paid for each substation.

Allows two separate emergency medical services operations to collaborate in answering calls if they share a common border, are dispatched by the same entity, and each pays its own license fee.

Maintains existing requirements that emergency medical services must be licensed separately by the state health department and that out-of-state operators cannot treat or pick up patients within North Dakota for in-state transport.
