Defines "smoke" and "smoking" to include traditional tobacco products and e-cigarettes that create vapor.

Establishes a $25 statutory fee for violations of the smoking prohibition.

Assigns 1 point to a driver's record for smoking in a motor vehicle with a child present in violation of this section.

Specifies that violation of this section is not, in itself, evidence of negligence and is not admissible in proceedings other than those charging the violation.
