Amends subsection 6 of section 39-16.1-11 of the North Dakota Century Code regarding motor vehicle liability insurance provisions.

Changes language clarifying that insurance carrier liability becomes absolute "if" injury or damage covered by the policy occurs, and prohibits cancellation or annulment of liability after occurrence of injury or damage.

Adds explicit provision allowing insurance carriers to void a motor vehicle liability policy if an application was made after injury or damage occurred, and does not obligate carriers to pay claims for injuries or damage occurring before application.

Updates contract language to clarify that the policy, written application, and any riders or endorsements that do not conflict with the chapter constitute the entire contract between parties.
