Board shall grant initial teaching licenses to individuals with a bachelor's degree from an accredited institution who pass a criminal history record check and successfully complete an alternative teacher certification program.

In-state alternative teacher certification programs must comply with board procedures and approval standards for teacher education programs.

Out-of-state alternative teacher certification programs must operate in at least five states, have operated for at least ten years, require applicants to pass a professional teaching knowledge examination, and offer certification in nine specified subject areas including elementary education, English language arts, mathematics, sciences, and social studies.

Teachers with initial licenses must complete two years of teaching, including a clinical experience program and mentor program, and complete human resources and cultural directives coursework including Native American studies and cultural diversity within two years to qualify for a five-year renewal license.

Education Standards and Practices Board must report to legislative management during 2019-20 and 2021-22 interim periods on licenses issued, program effectiveness, instruction quality, and whether continuation is recommended; Act expires July 31, 2023.
