Adds a new requirement for county commissioners to conduct spot checks after November 1st on at least 10% of properties with abatement applications, ensuring assessed values do not exceed appraiser-determined market value.

Requires that written explanations for rejected abatement applications be served on applicants within 15 days using civil procedure rules rather than by mail to a post office address.
