Allows semitrailers and farm trailers to be registered either annually or permanently at the owner's discretion, rather than requiring annual registration only.

Establishes a permanent registration fee of $120 for semitrailers and farm trailers, valid until ownership transfer or destruction of the vehicle.

Maintains annual registration option at $20 for semitrailers and farm trailers, or $5 for identification plates for those not required to be registered.

Permits owners to request motorcycle-sized plates for trailers and farm trailers, with the department required to notify owners of this option.

Requires owners of semitrailers and farm trailers currently registered under multi-year plate provisions to renew by January 1, 2020, with credits for unused registration fees paid before 2019.
