Department of Corrections and Rehabilitation shall establish and implement a community transitional housing program providing short-term housing for eligible participants in certified single-family homes.

Participants must have a level of service inventory-revised score of 30 or less, complete an interview with the host home, and provide two letters of recommendation; participants may stay no more than 90 days with one possible 30-day extension.

Host home owners must be at least 18 years old, pass a criminal background check, provide three letters of recommendation, and cannot have drug convictions or felonies within the previous 10 years; firearms and prescription medications must be stored in locked safes.

Host home owners receive a $300 monthly stipend per participant housed and up to $150 monthly bonus for meeting specified goals; participants may be charged up to $15 per day in program fees and must work at least 30 hours per week.

$500,000 appropriated to the Department of Corrections and Rehabilitation for the biennium beginning July 1, 2019, and ending June 30, 2021; the program expires July 31, 2023.
