Modifies language regarding medical information disclosure to specify that information may be disclosed to "physicians and hospitals" for treatment, payment, and health care operations, and clarifies disclosure to "veterans" or "veterans' dependents" with duly authorized representatives.

Changes "director" to "commissioner" throughout the statute as the responsible official for approving information disclosure and adopting rules and regulations.

Updates provisions regarding separation documents to clarify that information extracted from separation documents by the United States Department of Defense is confidential and may only be disclosed to interested governmental agencies to assist veterans and veterans' eligible dependents in obtaining entitled rights and benefits.
