Creates the Theodore Roosevelt presidential library and museum endowment fund in the state treasury, with interest and earnings appropriated on a continuing basis to pay loan interest and provide grants.

Requires private entity receiving grants to certify it has received $100 million in cash and pledged donations for library construction and affected entity grants before funds are distributed.

Appropriates $15,000,000 from the general fund (including $9,800,000 from previously appropriated unexpended funds) to transfer to the endowment fund by June 30, 2019.

Authorizes the governor to obtain a loan from the Bank of North Dakota up to $35,000,000 with a term not exceeding six years at the prevailing governmental interest rate, with proceeds deposited in the endowment fund.

Requires the private entity to donate $10 million to a North Dakota higher education institution foundation for Theodore Roosevelt document digitization and conservation scholars program, and $300,000 to a city for prior library planning costs.
