School districts and schools are prohibited from establishing dress code policies that ban students from wearing traditional tribal regalia or objects of cultural significance at graduation ceremonies.

"Tribal regalia" or "object of cultural significance" is defined as an eagle feather or eagle plume.

The bill amends chapter 15.1-19 of the North Dakota Century Code by creating a new section on dress code restrictions.

The Act is declared an emergency measure.
