Requires physicians to inform women at least 24 hours before an abortion that the procedure will terminate the life of a whole, separate, unique, living human being.

Mandates disclosure of specific medical risks associated with the particular abortion procedure, probable gestational age of the unborn child, and medical risks of carrying the pregnancy to term.

Requires informing women that medical assistance benefits may be available for prenatal care, childbirth, and neonatal care, and that printed materials describe the unborn child and list agencies offering alternatives to abortion.

Adds requirement that printed materials distributed by the state department of health must include information about the possibility of reversing abortion-inducing drugs such as mifepristone and misoprostol, with directions on where to obtain further information and assistance.

Requires women to provide written certification that they received the required information before the abortion is performed.
