Allows retail alcoholic beverage licensees to permit customers to remove opened, partially consumed wine bottles from restaurants when leaving the premises if the licensee reseals the bottle with a conspicuous seal that prevents reopening.

Requires the licensee to place a receipt of sale with the bottle being removed.

Applies only to licensees whose gross food sales are at least 30 percent of gross alcoholic beverage sales consumed on the premises.

Clarifies that removing wine under these conditions does not constitute an off-sale and does not require an additional license.
