Exempts natural hair braiding and threading from cosmetology licensure requirements in North Dakota Century Code section 43-11-01.

Defines "natural hair braiding" as twisting, wrapping, weaving, extending, locking, or braiding hair by hand or mechanical device, including use of hair extensions, decorative beads, minor trimming, wig-making, and topical agents like oils and conditioners.

Excludes from natural hair braiding the application of dyes, chemical treatments to alter hair color or structure, and chemical hair joining agents such as keratin or fusion bonds.

Defines "threading" as removing hair from eyebrows, upper lip, or other body parts using cotton thread, permitting use of over-the-counter astringent, gel, powder, tweezers, and scissors, but excluding chemicals, heat, or wax.
