Creates a new statute requiring the Department of Transportation director to operate a motor vehicle ferry across Lake Sakakawea between Twin Buttes and Parshall on state highway 8, contingent upon an agreement with the Three Affiliated Tribes of the Fort Berthold Reservation for right-of-way access on tribal land.

Directs the department to improve all roads leading to ferry access points and to serve as administrator for any federal grant funds received for ferry creation and operation.

Appropriates $10,000,000 from the strategic investment and improvements fund to the Department of Transportation for establishing the motor vehicle ferry for the biennium beginning July 1, 2019, and ending June 30, 2021.

Makes the act effective on June 30, 2020, only if the commissioner of the board of university and school lands certifies that the strategic investment and improvements fund has an unobligated and undesignated balance of at least $10,000,000.
