Creates a common schools building and renovation grant fund administered by the Bank of North Dakota, consisting of transferred moneys from the common schools trust fund plus interest earnings.

Establishes two grant types: building/renovation grants requiring superintendent approval and prioritization based on student occupancy, enrollment growth, academic needs, structure age, safety assessments, and cost; and bonded debt reduction grants with similar review criteria.

Sets grant award amounts at 90% of project cost (maximum $400,000) for districts with 500-999 average daily membership students and 50% of project cost (maximum $500,000) for districts with 1,000+ students.

Appropriates all moneys in the grant fund on a continuing basis to the Bank of North Dakota and requires annual reporting to legislative management on grants awarded and fund status.

Requires the board of university and school lands to transfer $800,000,000 from the common schools trust fund to the new grant fund by June 30, 2021, contingent on voter approval of House Concurrent Resolution No. XXXX, with effective date of December 4, 2020.
