Amends North Dakota Century Code section 54-06-14.3 to allow state agency executives to grant paid leave to full-time employees who are emergency medical services personnel volunteers or volunteer firefighters to respond to emergency calls.

Expands the existing leave provision for American Red Cross disaster services volunteers to also cover emergency medical services and firefighter volunteers without requiring a declared state of disaster or emergency.

Limits cumulative leave granted under this section to five working days during any calendar year.

Specifies that employees on leave under this section are not deemed state employees for workforce safety and insurance purposes and cannot lose compensation, seniority, annual leave, sick leave, or accrued overtime.

Passed the House 80-11 (3 absent) and the Senate 47-0 (unanimously) in the 2019 regular session.
