Extends the moratorium on adding basic care beds from August 1, 2017 through July 31, 2019 to August 1, 2019 through July 31, 2021, with exceptions for conversions, transfers, and demonstrated need within fifty-mile radius.

Extends the moratorium on adding nursing facility beds from August 1, 2017 through July 31, 2019 to August 1, 2019 through July 31, 2021, with restrictions on facility reconfigurations to no more than once per twelve-month period.

Changes the timeline for transferred and acquired basic care beds from forty-eight months to seventy-two months for licensing requirements.

Changes the timeline for transferred and acquired nursing facility beds from forty-eight months to seventy-two months for licensing requirements.

Provides extended provisions for nursing facility beds in the "layaway" delicensing program, allowing beds delicensed before July 1, 2019 to remain in the program for forty-eight months from initial delicensure.
