Expands eligibility for free moose hunting licenses to include corporations, limited liability companies, limited liability partnerships, limited partnerships, partnerships, trusts, and life estates in addition to individuals.

Requires applicants to either execute a lease for at least 150 acres of land and actively farm or ranch it, or hold title to at least 150 acres of land within a moose hunting unit.

Allows license eligibility to be transferred once to a spouse or legal dependent living with the resident, but the transferring resident becomes ineligible for future moose licenses while remaining eligible for raffles.

Caps licenses issued under this subsection at 15 percent of total licenses for each district or unit, with distribution by lottery if applications exceed availability.

Individuals convicted of illegally taking moose, elk, or bighorn sheep are ineligible to apply for or receive licenses under this provision.
