Department of Transportation shall maintain quarterly records identifying total costs related to air transportation services used by the governor, lieutenant governor, and all other elected officials.

Highway Patrol shall maintain quarterly records identifying total costs for providing security and transportation to the governor, lieutenant governor, and all other elected officials, either directly or through contractors.

Highway Patrol shall also track total employee and contractor hours spent providing security and transportation to each of the governor, lieutenant governor, and all other elected officials each quarter.

Highway Patrol shall separately track employee and contractor hours spent providing transportation services for the governor between the governor's residence and the state capitol in state fleet or highway patrol vehicles.

All records required under this Act must be retained for at least three years, designated as open records, and provided quarterly to the legislative council; the Act applies retroactively to records created before and after the effective date.
