HB 1364 Summary

• Amends North Dakota Century Code section 19-24.1-01 to define "cannabinoid edible product" as a food or potable liquid containing cannabinoid concentrate or dried cannabis, with maximum 5 milligrams of tetrahydrocannabinol (THC) per serving and maximum 10 servings per package.

• Excludes edible products from the definition of "usable marijuana" and prohibits marketing edible products in forms or with packaging designed to target minors.

• Limits registered qualifying patients to possession of no more than 50 milligrams of cannabinoid edible products at any given time.

• Creates new health council authority to adopt rules regulating the form, packaging, and marketing of cannabinoid edible products, with mandatory prohibition on marketing to minors.

• Declares the measure an emergency.
