Amends North Dakota Century Code to allow individuals who are blind, paraplegic, or have lost the use of one or both arms to obtain a special permit to hunt game with a crossbow.

Permits attachment of battery-powered and electronic-lighted sight pins and telescopic sights not exceeding a maximum power of 4x32 millimeters to crossbows used under this provision.

Restricts blind individuals with special crossbow permits to hunting only on preserves or areas approved by the director.

Defines "blind" as totally blind, central visual acuity not exceeding 20/200 in the better eye with corrective lenses, or visual field diameter no greater than 20 degrees.

Passed House 89-0 and Senate 46-0 with bipartisan support during the 2019 legislative session.
