Amends North Dakota Century Code section 15.1-27-04.1 to establish baseline funding calculations for determining state foundation aid to school districts based on 2012-13 school year funding levels.

Baseline funding includes state aid, mill levy reduction grants, general fund levies (capped at 110 mills), long-distance learning levies, alternative education program levies, and specified percentages of other revenues including mineral revenue, tuition, mobile home taxes, and telecommunications taxes.

For 2017-18 and 2018-19, superintendent multiplies district's weighted student units by $9,646 and adjusts results to ensure funding is at least 108% of baseline per weighted student unit but not exceeding 140% of baseline.

State aid calculations subtract 60 mills multiplied by the district's taxable valuation (with a 12% annual increase limit) and 75% of most baseline revenues, with exceptions for residential treatment facility programs and nonresident student tuition without state cross-border education contracts.

Final state aid amount equals remaining balance after subtracting local revenue contributions and property tax equivalents, subject to other statutory requirements or limitations.
