Establishes a pharmacy management program for the medical assistance program's Medicaid expansion to process prescription drug claims through the department's existing pharmacy claims system and provide daily claims files to managed care plans.

Requires the public employees retirement system board to include performance audit provisions in all prescription drug coverage contracts (except Medicare Part D) authorizing the board to audit coverage and pharmacy benefits management services.

Mandates prescription drug contracts provide the board full access to data on total payments to pharmacy benefits managers, amounts not paid to state pharmacies, reimbursement rates, affiliated pharmacy arrangements, fees and assessments, and all rebates and discounts.

Requires use of independent auditors with no conflicts of interest; permits the insurance department and employee benefits programs committee to access contract information while protecting trade secrets as confidential records.

Directs the legislative management to study during the 2019-20 interim the feasibility of the public employees retirement system entering a separate prescription drug coverage contract and report findings to the 67th legislative assembly.
