Prohibits state agencies, political subdivisions, and law enforcement agencies in North Dakota from conducting or participating in firearm buyback programs.

Defines "firearm buyback program" as purchasing privately owned firearms, firearm parts, or ammunition from private individuals or organizations in exchange for cash, gifts, or vouchers, excluding purchases from licensed dealers or law enforcement acquisitions.

Prevents state agencies, political subdivisions, and law enforcement agencies from expending any taxpayer dollars to implement, administer, or operate firearm buyback programs.

Classifies violations of the prohibition as a class A misdemeanor.

Passed the House with a vote of 66-26 and the Senate with a vote of 33-12.
