Requires drivers of school vehicles designed to seat 10-15 passengers (not requiring commercial license) to complete the National Safety Council Defensive Driving Course Number Four workshop within the first year of employment and at least once every five years thereafter.

Mandates drivers of such vehicles meet commercial vehicle physical and medical requirements, hold a North Dakota driver's license, and be at least 21 years old unless the school board determines otherwise.

Requires drivers to complete any annual training mandated by the superintendent of public instruction.

School district boards may request health examinations of drivers at any time to verify they meet physical and medical requirements, with examination costs borne by the individual's insurance first, then the school board for remaining costs.

Preserves existing requirements for drivers of smaller school vehicles not requiring commercial licenses, including drug and alcohol screening and general health and fitness standards.
