Creates section 44-04-18.29 of the North Dakota Century Code establishing confidentiality protections for records received by the board of university and school lands from private entities during audits of coal, oil, gas, or other royalty payments.

Permits the board to share confidential information with the attorney general, other state agencies, prosecuting officials for official duties, or for legislative investigations under chapter 54-03.2.

Requires that confidential information shared by the board to third parties remain confidential while in possession of those third parties.

Requires that confidential information received by the board from third parties remain confidential while in possession of the board.

Passed the House 86-2 (6 absent) and the Senate 45-0 (2 absent) during the 2019 regular session.
