Creates new offense of domestic violence under section 12.1-17-01.2, establishing graduated penalties: class B misdemeanor for first offense causing bodily injury, class A misdemeanor for substantial bodily injury, and class C felony for serious bodily injury to family or household members.

Elevates penalties for domestic violence assault convictions: first offense is class B misdemeanor, second or subsequent offense involving prior domestic violence conviction becomes class A misdemeanor, with class B felony penalty if victim is under twelve years of age.

Requires domestic violence offenders to complete court-ordered evaluation and treatment programs as mandatory sentence condition, with limited exceptions only when programs unavailable and court documents reasons on record.

Mandates district court prosecution for all domestic violence offenses under the new statute and includes prior out-of-state domestic violence convictions in determining recidivist status.

Expands probation supervision requirements to include second or subsequent domestic violence protection order violations and adds new domestic violence statute to list of Class B misdemeanor offenses and crimes of violence definitions.
