Establishes a biennial legislative session structure with annual reconvened sessions in odd-numbered years (January) focused on the state budget and appropriations, limited to 65 natural days.

Requires even-numbered year reconvened sessions (February) lasting at least 15 natural days to review and amend the biennial budget and appropriations.

Mandates legislators have at least 6 days (odd years) and 4 days (even years), excluding weekends, to communicate with constituents before the session recesses.

Allows the legislative management to call additional sessions during the biennium within remaining constitutional session days not already used or reserved.

Permits the Supreme Court, Governor, and executive agencies to recommend draft appropriations bills before January 15th for introduction during odd-year sessions.
