HB 1399 Summary

• Legislative assembly shall meet in December following elections for organizational purposes, then recess until reconvening at noon on the first Tuesday after January third (or a date selected by legislative management between January 2-11).

• Legislature shall reconvene a second time between February 15 and March 1 of the second year after the organizational session, using at least three natural days to address state budget and appropriations matters.

• Legislative management may issue additional calls for the assembly to convene after adjournment, with session length limited to unused constitutional natural days, while reserving at least five days for the February-March reconvened session if it has not yet occurred.

• Legislative management shall study during the 2019-20 interim whether to implement annually reconvened regular sessions with more equal distribution of the eighty available natural days between odd and even-numbered years.

• Legislative management shall report findings, recommendations, and any required implementing legislation to the sixty-seventh legislative assembly.
