HB 1400 Summary

• Amends the definition of "meat" to mean edible flesh of an animal born and harvested for human consumption, and clarifies "meat food product" excludes products with only small proportions of animal carcass not traditionally considered meat products.

• Creates section 4.1-31-05.1 prohibiting persons from advertising, offering for sale, selling, or misrepresenting cell cultured protein as a meat food product.

• Requires cell cultured protein products to be labeled as "cell cultured protein food product" and prohibits packaging that is identical to or deceptively similar to meat food product packaging.

• Establishes parallel prohibition in chapter 19-02.1 with identical restrictions on cell cultured protein misrepresentation.

• Defines "deceptively similar" packaging as any packaging that could mislead a reasonable person to believe the product is a meat food product.
