Designates state highway 22 from the South Dakota border to the junction of state highway 22 and state highway 23 as the "Veterans Memorial Highway"

Requires the North Dakota Department of Transportation to place signs along the highway with the veterans memorial designation

Allows the department to accept donated signs or funds from private sources for placement of designation signs

Provides a continuing appropriation of any donated funds to the department for the purpose of providing and maintaining the memorial highway signs
