Extends the deadline for vehicle title transfers from 15 days to 30 days when legal title passes directly to the transferee.

Allows the North Dakota Department of Transportation to use electronic lien notification procedures instead of mailing physical certificates of title to lienholders.

Creates exceptions to standard ownership proof requirements for insurers, tax-exempt organizations, licensed motor vehicle dealers, and individuals when obtaining new vehicle titles.

Requires insurers with unsatisfied liens to attempt contact with owners and lienholders via certified mail before obtaining a clear title, and allows dealers to obtain clear titles after 30 days of possession following similar contact attempts.

Maintains class B misdemeanor penalties for violations by owners, lienholders, or transferees who fail to properly transfer or obtain vehicle titles within the specified timeframe.
