Creates mandatory arbitration for disputes arising from contracts for above grade road or street improvements under chapters 24-05 and 24-06 of the North Dakota Century Code.

Contractors who voluntarily enter such contracts are deemed to have agreed to arbitration of any resulting controversies.

For claims under $100,000, disputes are resolved by one arbitrator jointly selected by the parties.

For claims of $100,000 or more, disputes are resolved by an arbitration board comprising three persons.

Applies the same arbitration requirements to political subdivisions entering above grade road or street improvement contracts under chapter 48-01.2.
