Creates North Dakota Century Code section 39-06-01.3 requiring the Department of Motor Vehicles to register male applicants aged 18-25 with the federal Selective Service System upon application for instruction permit, operator's license, or nondriver identification card.

Mandates application language informing applicants that their signature acknowledges either prior Selective Service registration or consent to registration.

Allows applicants to contact Selective Service directly to request alternative options based on conscientious, religious, or other objections to registration.

Requires the department to forward applicant personal information to Selective Service for registration purposes.
