Increases purchase limits for registered qualifying patients from 2.5 ounces to 6 ounces of dried cannabis per 30 days, and possession limits from 3 ounces to 7.5 ounces, for patients with enhanced authorization cards for cancer treatment.

Raises tetrahydrocannabinol (THC) concentration limits from 2,000 milligrams to 2,400 milligrams per 30-day period for cannabinoid concentrates and medical cannabinoid products combined.

Changes written certification requirement to state that patients have a debilitating medical condition rather than must be likely to receive therapeutic benefit, while allowing health care providers to authorize enhanced amounts specifically for cancer patients.

Modifies health care provider notification process to allow providers to notify the department if a bona fide provider-patient relationship ceases, rather than only if patient no longer has a debilitating condition or won't benefit from marijuana.

Declares the act an emergency measure, allowing it to take effect immediately upon approval.
