Creates Chapter 8-12 of North Dakota Century Code to authorize operation of on-demand autonomous vehicle networks providing for-hire transportation, public transportation, and ride-sharing services using vehicles without human drivers.

Establishes that autonomous vehicles with automated driving systems can operate on public highways without a human driver if capable of achieving a minimal risk condition in case of system failure.

Exempts individuals operating autonomous vehicles from driver licensing requirements when the automated driving system is performing the entire dynamic driving task and can achieve a minimal risk condition upon system failure.

Prohibits state agencies and political subdivisions from imposing taxes, fees, or performance standards specific to autonomous vehicle operations, except vehicle registration and titling fees otherwise required by law.

Preserves all existing statutory provisions regarding liability, including chapters 26.1-40, 26.1-41, 28-01.3, 32-03.2, and 39-16.1.
