Allows qualified electors to apply for absentee ballots after March first of odd-numbered years (instead of only during election years) to county auditors, city officials, or school district business managers by personal delivery, facsimile, email, or other means.

Makes absentee ballot applications effective until the next statewide general election after the application is received, rather than expiring after a single election.

Requires application forms to include a space for applicants to indicate whether they want to receive absentee ballots for all statewide elections during the effective period or only for the next immediate election.

Allows voters to obtain approved application forms from the secretary of state, county or city auditors, candidates, political parties, or political committees.
