Grants child sexual abuse victims over 18 years old the right to request and receive a copy of the law enforcement report corresponding with their case number from the prosecuting attorney or law enforcement authority.

Prohibits prosecuting attorneys, law enforcement authorities, criminal laboratories, and evidentiary storage facilities from destroying or disposing of evidence in criminal offenses before the statute of limitations expires or the offense is adjudicated.

Extends the statute of limitations for prosecution of sexual abuse of minors from 10 years to 20 years after the offense, or within 3 years after the offense is reported to law enforcement if the victim failed to report within the 20-year period.

Allows prosecution to be commenced within 3 years after a suspect is conclusively identified through deoxyribonucleic acid (DNA) testing or fingerprint authentication, even if the primary statute of limitations has expired.
