Creates a Missouri River council composed of elected officials from eight counties (Burleigh, Dunn, McLean, McKenzie, Mercer, Mountrail, Oliver, Williams), a representative from the Three Affiliated Tribes of the Fort Berthold Reservation, and two legislators from districts bordering Lake Sakakawea.

Council members appointed by county boards serve two-year terms with a maximum of eight consecutive years; the council meets twice per year with a majority constituting a quorum.

Council shall collaborate on irrigation, hydropower, water supply, energy development, conservation, wildlife, and Lake Sakakawea management while strengthening the state's relationship with the U.S. Army Corps of Engineers.

Authorizes the Board of University and School Lands to negotiate with the U.S. Army Corps of Engineers to acquire Lake Sakakawea shoreline in the eight specified counties for no more than one dollar, excluding tribal lands, with the Missouri River council managing acquired shoreline to maximize public access.

Council must report annually to the governor and legislative management on activities, recommendations, and any legislation needed to implement those recommendations.
