Law enforcement officers and peace officers may not halt a vehicle operator solely to check compliance with section 39-08-01 (vehicle registration or equivalent ordinance) without reasonable suspicion of a violation.

Officers must have reasonable suspicion to believe a violation of section 39-08-01 or equivalent ordinance exists before conducting a traffic stop for this purpose.

Exemption for commercial motor vehicle inspections and safety checkpoints, which may proceed without reasonable suspicion.

Adds new section to chapter 39-07 of the North Dakota Century Code.
