• Amends North Dakota Century Code section 39-04-10.6 regarding collector's motor vehicle registration for vehicles at least twenty-five years old.

• Requires collector's vehicle owners to file an affidavit with the director and pay a sixty-dollar registration fee to qualify.

• Changes requirement from two number plates to only one number plate that must be displayed on a collector's motor vehicle.

• Allows owners to display either a distinctive number plate issued by the director or, at the director's discretion, an original number plate from the year the vehicle was manufactured.

• Prohibits use of vintage year plates if they would duplicate an existing number in the department's recordkeeping system, and requires any year-of-manufacture plates to be legible and restored to departmental satisfaction.
