Amends North Dakota Century Code section 26.1-40-16 to clarify rules for excluding individuals from private passenger automobile insurance coverage

Allows insurers to exclude named individuals or classes of individuals from coverage by written agreement, and to reduce coverage limits through restrictive endorsements

Prohibits personal automobile policies from reducing or excluding coverage limits for a class of individuals, though named individuals may still be excluded

Requires that if liability coverage is provided to someone under a restrictive endorsement, coverage limits cannot be less than minimums specified in sections 26.1-40-15.2, 26.1-40-15.3, 26.1-41-01(2), and 39-16.1-11

Maintains that a named insured remains personally liable if they consent to operation of the vehicle by an excluded party, even if that party is excluded from all policy coverage
