Increases the bidding threshold for school district contracts from $25,000 to $50,000, requiring school boards to publish notices, receive sealed bids, and accept the lowest responsible bid for contracts exceeding this amount.

Maintains exemptions for contracts involving personal services of district employees, textbooks, articles not sold on open market, patented or exclusively sold items, building construction, school transportation services, vehicle and heating fuel, used motor vehicles, cooperative purchases, and prison/work activity center products.

Defines "used motor vehicle" as a previously owned or leased vehicle with odometer reading exceeding 18,000 miles (28,967 kilometers).

Establishes that school board members who participate in violations of this section are guilty of a class B misdemeanor.
