Adds language to North Dakota Century Code section 23-35-09 to clarify that a combination of animal remains and animal waste used as fertilizer may constitute a nuisance subject to board of health abatement actions

Allows boards of health to require property owners to remove or abate such nuisances within thirty days, with the board of health authorized to remove or destroy the nuisance at city or county expense if the owner fails to comply

Permits governing bodies to levy and assess removal or destruction costs against the property, with assessments recorded, collected, and paid as other taxes

Authorizes local health officers to obtain warrants from district judges to enter buildings and examine, destroy, or remove nuisances, with county sheriffs or city police providing assistance upon request if probable cause exists for a public health hazard
