Legislative management shall conduct a study during the 2019-20 interim on options for replacing special assessment revenue with alternative local funding sources.

Study must review the purposes for which special assessments are imposed and the revenue generated from such assessments.

Study must examine local revenue sources that could substitute for special assessments and compare how fees for alternative sources would be calculated and imposed versus current special assessment methods.

Legislative management shall report findings, recommendations, and any necessary implementing legislation to the 67th legislative assembly.
