Prohibits any person from selling, offering for sale, or distributing flavored e-liquid or electronic smoking devices containing flavored e-liquid to minors in North Dakota.

Establishes a penalty of $500 fine for each individual package of flavored e-liquid product or electronic smoking device containing flavored e-liquid sold or offered for sale by violators who are not manufacturers.

Creates a new section in chapter 12.1-31 of the North Dakota Century Code to codify the prohibition and penalty.
