Higher education institutions must provide identification cards to enrolled students who are U.S. citizens and at least 18 years old, clearly identifying them as such.

Student identification cards must include a quick response code or electronic code that polling clerks can scan to access the student's address in the central voter file.

Identification cards for noncitizens or students under 18 must have significantly different appearance from cards for eligible voters.

When students report residential address changes to their institution, the institution must report the updated information to the secretary of state for central voter file updates.

Student identification cards issued by North Dakota higher education institutions are established as valid forms of identification for voter eligibility purposes.
